The City of Elmhurst operates under a Council-Manager form of Government; power is concentrated in the elected City Council who, in turn, appoints a professional manager to be responsible for the administration of city departments and implementing the policies and decisions of the Council.
The City of Elmhurst has had Home Rule status as of July 1, 1971.
